Replace the dimmer switch on the floor. It's about $10, is easy to do, and replacing it fixes about 90% of headlight electrical problems (assuming the lamps themselves are good and the connectors to them are clean and tight).
Nope, sorry. If ANY headlights are working, the dash switch is fine. There is only one headlight wire out of the dash switch, which runs to the dimmer switch. The dimmer has two wires out, one high beam, one low beam. These are then daisy-chained from one headlight to the next.
A test light probing the headlight sockets is the correct way to troubleshoot this problem. Either you have +12V at the low beam terminal or not. If you do, replace the bulb. If not, figure out why.
