1972 THM 350 Downshift Cable Adjustment

I have replaced a broken downshift cable, but the adjustment proceedure has me a little puzzed. What does holding the spacer, inserting a 1/4 open end wrench and then gripping the cable with vice grips and rocking it actually do? Is it pulling the cable beyond where the accelerator cable does when you floor it? Which is what you are supposed to do next, to set the adjustment?

I just replaced mine too and the reproduction cable WOULDN"T BUDGE when i tried to do the whole "jiggling with the wrench" bit.

I ended up using some handyman's secret weapon (tie wraps) and called it a day.

I'm just not sure how hard I'm supposed to "jiggle" it. It just seems like I am doing the exact same thing when I put the accelerator to the floor...unless I am missing something.
