1972 THM 350 Shift Issue

Maybe this is related to my Downshift Cable Adjustment, but my transmission seems to want to stay in 2nd longer than it should, if I give it a little power, but not full throttle. And it seems to downshift too soon, on lighter than should be throttle. On light acceleration everything shifts fine.

I checked the vacuum modulator and there is no transmission fluid in it or in the line. I replaced the rubber connectors and it holds vacuum. Could my modulator be bad, or is it the downshift cable adjustment.

A cold engine shifts into everse fine, but there is about a second delay when shifted into drive. When warmed up it shifts to drive with no delay. The fluid level is on full when running and warmed up.
