Blower Motor and tin shields

Blower Motor and tin shields

Is the blower motor always suppose to run on a 65 Cutlass with factory air. I found the switch was loose and the **** was loose and got all that to work but the motor never shuts off. I know newer cars always run but I didn't think old cars did.
The second question for tonight is what the heck are the 2 tin shields for that stick straight down on the outside front of the frame on the opposite side of the sway bar, there's one on each side. I can tell it came that way from the factory but I can't figure out what they are or what they do.
