62 Dynamic vacuum tank

I removed the vacuum tank from my 1962 Dynamic 88 as I was inspecting it there was fluid in the tank it smells like some sort of lubricant or oil. Is the tank supposed to be empty or was it supposed to have some sort of lubricant to keep it from rusting from moisture the tank was in great shape with no rust.

The liquid is real runny. I would think blow by to be black and thick and smell like fuel and oil what are your thoughts. the car had been setting for 15 years or so any water it would of rusted no rust I put a small scope in the hole to inspect no rust.
