paint problem

paint problem

About 8 years ago, my brother in law stripped my 59 442 down to bare metal and repainted it. Everything was fine but recently these started to appear in several areas. I'm wondering what could cause this?

I was thinking it might be bubbling due to the surface not being completely clean when the car was painted.

If the surface preparation wasn’t done right 8 years ago I would think it would have shown up a long time ago.
either way you can’t tell without sanding it off to see what lies beneath.
