Which hole?
The plug on the left of the picture is a freeze out/core plug that covers another threaded plug. This threaded plug has a hole drilled in it to oil the distributor gear. This also caps the end of the drivers side oil gallery.
The plug in the center of the picture is a freeze out/core plug that covers the back of the cam tunnel
The plug on the right side is a threaded plug that caps the end of the passenger side oil gallery.

If this is the hole you are talking about, it was used to lift the motor on the assembly line.

A fixture hooked the block at the back hole and the engine lift hook at the front passenger corner of the intake.

Note that there shouldn't be a gasket between the distributor and block. You can buy one if you really want, but it's useless. There's an o-ring on the distributor that sits about 1" down into the block. That is probably cooked and shrunk.
