What is this round part with the prongs? and why is nothing connected to it?

That is a switch to control a switch pitch converter and "kickdown" for the transmission. Sort of looks like a 65-6 Delta or some big car, just a wild guess.

The car is a 67 Cutlass with what I am finding to be a 67 Toro engine. It isn't hooked up yet the transmission shifts fine and it does kick down when stepped on.

That is the bell-crank. Looks like 66-67 Cutlass.
Similar to the one on my 66. 66luvr is correct.
There is a pigtail that goes to the transmission
for it to kick down.

The transmission kicks down though the bell crank is unconnected. Would the fact that there is a non original T-350 tranny instead of the original 2 speed render the part not needed?

It would now just be needed for the throttle
to operate.
Does the 350 have a cable coming up to the
carb and attached? That would be the only
way the 350 could kick down automatically.

I would be interested to see how the hooked
that up too. Any more pics?

Look on the driver side of the transmission. Somewhere around the speedometer cable connection you will see a plug with a 2 wire cable. This cable connects to the kickdown module on the throttle linkage.

the cable attached to your carb?
I am curious to see which bracket they used.

Not needed with a 350.

There is this single connector I found homeless but no clue from where or for what.

That one is the powerup
to the bellcrank, the spade on
the left. The pigtail connects
to the two spades on the right.

Thanks for the pic, just what I was looking
to see. Looks like they used a late model bracket
from a 80's something Delta or so.

I am at loss as to the pigtail but will look further. Is it pointless to hookup anyway since it has the automatic kickdown

Exactly, you don't need it.
You could use the orange wire
for a later model hood light with
the mecury switch if you wanted.

I was actually saying that about a post I deleted....in case it hit someones email. I couldn't figure how the carb was even working and then I realised after I posted that this is a 67 and that's a rod, not a cable.

Notice that the cable bracket is empty....I was a bit stumpped and then the light bulb went off.
