Loosen all the others and start that one first.

Have the same problem with the driver side header on my 87 Cutlass. It can be a bitch! I have to disconnect the tail pipe to the header. Use a long crowbar with the tire off. And enlist a friend to help get the bolts all started. I believe my header is a little twisted. I even elongated the holes to help. The last time I had the motor out. Good luck, that is the hardest job on my car, everything is so tight on that side.

Are you using header bolts or the OE hardware? Header bolts available from Jegs or Summit have an Allen key socket in the top of the bolt head. This allows you to start them easier. I've use Stage 8 and Percy's Vibe Lock bolts before. They both work ok. The Stage 8s are more rust resistant.
