In a word, no. That option did not appear until 1971.
If you want one, you can probably adapt the 71-73 jug but it is not factory, if that's what you're after. Or you can get an aftermarket one at about any parts store.
If you're having coolant overflow problems, do not fill the radiator to the cap neck. Without a recovery tank you HAVE to leave about 3" of space between cold coolant level and the cap for the system to function and not puke out coolant. Your radiator should have a "FILL COLD" mark on the cap side tank.
