It's difficult to ID a noise on a video, especially with the car idling in the garage. You might have an exhaust leak. If you have a mechanic's stethoscope or length of vacuum hose that should help you ID the noise.

Yeah, it's hard to show what I'm talking about but you can definitely hear the exhaust noise I'm referring to once the idle is lowered. Like I mentioned in the video, perhaps that's just how the car sounds but I'm just not sure. The donuts were leaking terribly when I first got the car so I've got no frame of reference. All the sealing material on the original donuts was completely gone.

No, your engine sound is definitely not normal, but I can't begin to guess what you're hearing - I think you need to physically be close to the engine to hear the actual sound and be able to sense where it originates. I once looked at an older Rolls Royce, and I didn't realize it was running until I saw the fan turning - our Toros are not that quiet, but certainly not as "noisy" as yours.
You talk about getting yours repainted. Yes, this will definitely cost a pretty penny. The car has some bodywork issues. All in all, depending on the quality of the repainting (and bodywork) and what you want, I'd guess the absolute bare minimum might be $20K, and top end would not exceed $50K - time to start saving those shekels.

If you're willing to do the bodywork and paint yourself you could spray the car for less than $5000. I refinished my 71 98 years ago for about $2000 by taking an auto body course at the local vo-tech.

It's definitely a great skill to have and one that I really wish I was better at.

That depends greatly on the materials and color used. When I painted my 66 chevelle convertible in 2004, 1 gallon of chromabase (dupont's top of the line BC/CC system) Torador red was $900. That was before clear, sand paper, filler, etc. For my Vista in 2020, I had around $1400 in the base coat, clear coat, hardener, and reducer but that was white and it was shopline which is PPG's mid-line product. That same amount of material in PPG's top of the line product would have been over $3500. That is before primer, sand paper, welding supplies, fillers, etc. If you are starting from scratch and have to buy everything, you will probably spend at least $8K in materials for decent quality products. I am not talking about the kind of stuff you buy from autozone or advanced. The price of quality sand paper, fillers, and even good 3M masking tape have gone crazy in the last few years.
