Why would all the valves be closed if the cam shaft is still in the engine? I can rotate all the push rods and can move the rockers downward against the lifters, is it because all the oil is out of the lifters? I’m talking all 16 valves, currently I am trying to get the engine freed up and this doesn’t make any sense to me.

Yes the lifters probably bled down if it sat for long. Sounds like a candidate for priming the oil pump. Good luck with freeing it up...patience...patience and persistence, hopefully you get it to turn.

A priming tool can be made from a scrap distributor shaft if you have one you don't need. The Old's has that D shaped end that matches up with the oil pump. For some reason it takes awhile grinding away to get oil to the lifters and beyond on a 324. Takes patience to be a Oldsmobile man... Tedd

And be sure you turn the pump counter clockwise.
