Dust Cover

I have a '70 cutlass supreme, and I have a tranny oil leak from the torque converter dust cover. My question is it normal to have oil inside the dust cover? If I put a new cover on and stop the leak should I be concerned about leaks elsewhere?

No, it's not normal. The dust cover is just that a dust cover. If you have trans fluid in it it's leaking from the trans.

And if it has oil in it, it is leaking from the engine, another abnormalty.

Most likely the seal between the torque converter and the pump. Less likely but possible is the pump-to-case gasket.
