HELP! on a 1976 TH400

Does anyone have suggestions for this last problem I'm having on my 69 Cutlass?
The trans wants to pull hard when I put in drive or reverse, to the point it stalls the engine.
The engine is ideling smooth at 600 rpm, 10 degrees advance on timing, no vacuum advance. It has 6 inches of vacuum at idle and about 10" at 1000 rpm. I can find no vacuum leaks.
The trans is out of a 1976 and was rebuilt in 2002, but has set for 3 years. The converter is stock but it should slip at 600 rpm (I would think).
Any ideas???

In neutral you should idle at 750 RPM hot. 600 In gear. Try bumping the idle up a bit and try again.

If that doesn't take care of it I'd look at the converter.

Does this engine have an EGR valve? If it is a standard engine, should be at least 15 inches of vacuum at idle, more like 18 inches in neutral. Even more at higher RPMs in neutral. If you can't get the vacuum up in neutral, and can't find a leak, block off the EGR port for a test. 600 RPM in drive with the air on if you have it.
