Hello,
The wipers in my '66 Toronado keep "dancing" when they are turned off. They will oscillate up and down about one inch from the down position. Is this a wiper motor problem or a switch issue?

There is a problem with the adjustment of the parking pawl inside the wiper motor.

The '66 CSM should have the full wiper motor writeup in the Electrical section.
The motor is surprisingly complicated, but if you read through it, you should be able to test and adjust it.
