Try pressing it when the key is in "run" or "on". It might be part of a pulse wiper system. Just a guess though...

Can you post a picture?

you were right! it's a wiper button for 1 sweep of wipers, or "mist" is what they printed on buttons of later years of all cars....kinda funky being on shifter though, I thought it might be for switch pitch trans control....that would'da been cooler....thanks Al!

it's a very rare option, I had a 71 Ninety-Eight with it, I STILL go to use it on occasion, just to feel it.

check out the instructions - it's dual purpose

I thought that was only available in '71?
As far as I know it's that way with the Cutlass.
There is no listing for it on the 1970 optional equipment list?
In '71 it's the CD3 Shift Lever Controlled Windshield Waher/Wiper.
Does it just do the mist function or wash too?
I'd like to find one of those when I have absolutly nothing else to buy for my car, or when I find one.
You need a demand wiper motor for that too, otherwise it's the lever with the button and a jumper harness from the lever switch lead to the wiper switch inside the car.
The harnesses are available repo, Rockauto has the motors, the lever is the hard part to find.

I have only ever seen 1 in person, summer of 76, college, 71 Ninety-Eight off Dad's Cadillac dealer used-car lot. The brochure page above is from 1970

there is a paragraph about it above, dual feature. Touch for mist or press and hold for wash and wipe

looks like 70 was big cars only

71 does not exclude any models like some other options:
