Toronado Carb Spring

Weirdest thing with my Toronado. When I start the car, sometimes the idle is way too high. I know to adjust the choke idle on the left side, and the regular idle on the right. Then looking at the carbs, looks like the little spring is loose or something. Before I start unbolting or unscrewing things, what is going on here?
Sometimes it idles fine, sometimes its too high. But only in park when I start the car. Once I start driving it, it runs fine.
