Timing Tape/Fuel pressure regulator install

Cracked my fuel rail this morning changing jets and 8 auto parts store later I can't anything until the new one ships in. That said I am tackling a few things: Timing tape install, new shroud and possibly fuel pressure regulator.

First-
I was going to bump the motor until I get the 0 degree mark under the car so I can slide under and apply the tape but I wanted to verify that the motor does not have to be at TDC to install the tape. This is where I have it right now:

Second- The tape kit came with diameters: 5.25, 6, 6.375, 6.75, 7, 7.25, 7.50, and 8. The HB on the 307 on the stand has a diameter of 6.75 and I've read the phrase "all small block oldsmobiles are externally identical" a number of times but wanted to be positive before I apply.

Third- I've changed the jets, fuel filter, aid bleeds etc on the carb and I'm thinking this is a good time to install a fuel pressure regulator.

This is the piece I'm looking at but I'm a little confused about install.
Currently there is a threaded fitting coming out of the fuel pump with 3/8" rubber lines clamped to the plastic 3/8" fitting on the inlet of the fuel filter and then fuel filter right to fuel rail.

Questions-
1- Where do you interrupt the line? Before or after the filter?
2- If the fittings aren't included but it has 3/8" inlet/outlet how does the fuel line attach? Clamp? I don't see a nipple and the pictures don't tell you much.
3- What I am picturing is- Run a length of 3/8" tubing from the threaded outlet on the fuel pump to the inlet of the regulator which will be mounted on the inner fender well- another length of 3/8" to the fuel filter and from there to the rail, close?
4- In the event I need to get fittings for the regulator are these what I am looking for:
Amazon.com: Spectre Performance (5945) 3/8 Amazon.com: Spectre Performance (5945) 3/8" Chrome Fuel Fitting: Automotive

Thanks CO!

o starts at the line on the balancer. that would be zero for your timing tape. What i did was put the engine @ tdc. the rotated the egnine in the normal oprational direction and out the mark on 10. made a line from the mark on 0 accross the balancer , went another 10 degrees . and so on and so forth. for the fuel regualtor i like it close to the carb. here are a few pics of how i did both .

Thanks Copper, your motor looks really nice.

I'm gonna use the MSD tape I have and apply it from the bottom of the engine. I realized I over thought the application.

As far as the fuel regulator goes- do I need to get a 3/8" fuel inlet/outlet for the unit itself?

Thanks thats probably the cleanest an engine has ever looked in my car and its because the chrome which i hate lol. 3/8 is just common if you are talking about whats available. I bought a quick fuel unit as it was the cheapest. originally i piped it all up with rubber hose and barbs from the hardware store and it kinda looked scary so eventually i stepped it up to an- fittings and lines.

FYI, back in the 80s I put one of those timing tapes on my balancer and used clear spray paint over it to help it stay on. It still blew off on the second 5000 RPM pull.
I then did what copper posted and made paint marks on the balancer. They are still there 20+ years later.

You were both 100% correct, the tape lasted one tough test and tune
