Fuel Pressure Regulator Question

I hope this is in the right section...!

My mechanic is having trouble with the carb on our 1961 Dynamic 88. It is getting too much gas, and is idling rough, and still leaking after a rebuild.
The car is running great, but when you take your foot off the gas, it gets a surge of fuel that leaks from the carburetor. Yesterday he had me get a fuel pressure regulator that he is going to try today. He asked his buddies what it should be set at, but each of them gave a different answer. :-) (The regulator has a dial on the front, between 1 and 5, that looks like a combination lock.) So, I thought I would try here, you guys know everything!
The carburetor is a two jet Rochester, which is original to the car.
