slow crank problem

Okay this is not about my olds its about my 1976 Chevy Monte Carlo 400small block... It started to crank slow or even skip a crank and then start. The car starts I've replaced the battery with an Exide AGM drycell with 800 cranking amps and replaced the alternator. Could my starter be going out? I also hear a whinding sound around my transmission which i causing my fuel to get sucked down like crazy. Could my starter be stuck engaged and not retracting and causing my transmission to whine? Still shifts thru all gears fine no slip and the fluid is good and full in the trans...Any thoughts? Or suggestions? Thanks
