Qjet Secondary Shaft Spring Tension

Hello all, a carb rebuild noob here. I'm doing my first major qjet rebuild and have run into a problem. After installing shaft bushings on the primary and secondary shafts, I have reattached the throttle body to the main fuel bowl.

I can't find a way to tighten the spring around the secondary shaft on the side of the throttle linkage. The two books I have been using, Doug Roe's and Cliff Ruggles' great books, do not seem to say how to do this, or at least I can't find it anywhere. Have I missed a step when putting it all back together? Basically, how do I tighten this spring?

This first picture is where the spring is right now, the second is where it needs to be, and the third was a picture I took before disassembly, showing the spring tightened.

Looks like the straight tail on the spring goes to the base plate. Look close in pic 3.
