Pully is bent can I Change it? Where would I find new one or do I need a whole new pump?

I would just check local salvage yards. If the pulley is bent the shaft into the power steering pump may be bent as well.

Are the small block olds pumps interchangable or would it be strictly from a 403?

All Olds small block pumps are interchangeable. Don't forget to look in mid 80s B/C bodies and even the 90 station wagons. I had a 90 Buick Estate Wagon with a 307.

I don't know if the big block and small block power steering brackets are interchangeable though.

Rebuilt power steering pumps are easy to come by. Dorman also makes replacement pulleys.
