Is the firing order wired CCW? Did you find #1 TDC, set the rotor position, and wire from there? If yes, then rotate the distributor clockwise a bit while someone cranks the engine.

Yes both valves should be closed at #1 TDC on the compression stroke and the rockers/valves should not move if the crank is moved slightly in either direction.

At the same time the valves on #6 should be closed but open with any movement in either direction of the crank.

Why do I get the feeling we are not being told everything ? A total of 4 posts and all 4 are on this thread. No posting on the Newbie forum. Cam/crank timing marks ? How would you see them if the engine was assembled?
Timing marks were off but did a step by step and put them as close as possible. What "timing marks" are you referring to ?
Are you sure you are on the compression stroke for #1 ? How did you determine that you were on the compression stroke ?
When did the engine run last time ? What have you done to it since it ran ?

Was the timing set changed? Bent pushrods mean something crashed inside the engine in most cases.

When you have old gas it’ll back fire and bend the pushrods. I’ve seen it happen more than once.

You need to find the guy who owned it before the guy that sold it to you. You have an engine of unknown condition. You have 2 bent pushrods. Have you set the ignition timing ? How long do you plan to run the engine without coolant in the block and heads ?

You can install it with the crank at 12:00 and cam at 6 or 12. The difference is whether the engine is firing on #1 or #6. Depending on how its installed, you would have to turn the crank one full turn to install the distributor.
