Idle Load Compensator Issues

Hello all, I recently got my 307's ccc carb adjusted according to the service manual, but when going back over the adjustments to fix some issues I ran into a problem with the ILC adjustment procedure. According to the manual, the ILC should be adjusted to ~725 RPM in drive with the vacuum hose disconnected. I got it to that point with no trouble. The next step is to connect the vacuum hose from the anti diesel solenoid to the ILC and the rpms should drop to ~450 in drive as the vacuum pulls the plunger back. This does not happen in my case as for whatever reason the anti diesel solenoid supplies absolutely no vacuum to the ILC until the engine is switched off. This results in me having a high idle in park as the ILC doesn't make the idle consistent between gears like I'm pretty sure it's supposed to. I went through the anti diesel solenoid testing procedure outlined in the manual and found it was working fine. When I first got this car, the previous owner had unplugged the anti diesel solenoid for whatever reason, making the ILC solenoid constantly under vacuum which is something I don't want to do as it may fix the issue yet it's far from the proper solution I'm sure is out there. Any guidance would be greatly appreciated, thank you.

Forgot to mention, it's an 86 Pontiac parisienne with an olds 307 engine
