It may require several applications of WD40 (or other penetrating oil). Basically pull the plugs and liberally fill the cylinders. The oil will eventually seep past the rings, which is good, since that's how it gets to the second and third rings. This may take a couple of weeks. Keep trying to rotate the motor by hand with a breaker bar on the balancer bolt. Once it breaks free, be sure to change the oil and filter before firing. And while I've heard lots of stories of people freeing a stuck engine then driving it, I've always been skeptical of how well the rings seat on the presumably pitted cylinder walls.

Same procedure as Joe stated but you can't beat Marval Mystery Oil for this. Been around for years and works darn near every time.leave the plugs out while tring to turn it over.
