crooked power steering pulley

crooked power steering pulley
I cannot figure this out for the life of me, but every time I put tension on my power steering pulley it turns at an angle. When all the tension is off of it and loose, it will either sit straight or go to the crooked angle. The bracket is straight and all the spacers are where they are supposed to be, its the pump and the pulley itself that move.
I kept a long screwdriver pried between the bracket and pump and tried to keep it straight that way, but as soon as i got it tightened and pulled the screwdriver out it went back to being crooked.
any suggestions?

It's secured by the two bolts that go through bracket, right? They are both tight. But out of curiosity and being naive, I'm not 100% sure what properly secures the pump into the bracket except for those two bolts.
I just reallllllllly don't want to tear off my pump again but I know I have to..

You may be missing the two spacers.
One behind the pump to the timing cover,
and the other around on the side of the block.
Edit: I misread your 1st post.
Maybe one of the bolt holes is stripped
or your using the wrong size bolt?

hmm on the power steering pump? do you know what bolts are used for them? I think the p/o might have thrown some randoms on there. they look brand new compared to the rest of it.

Don't forget the 3rd spacer between pump body fwd face and frnt bracket aft face, it's a thick washer per xst or intake use.
Search and find the Asm. Manual illustration showing the assembly and all the parts.
Securing the fasteners can't hurt, too.
