7111 Intake won't fit - Milling required?

I am rebuilding a 1970 350 and am unable to get the 7111 Edelbrock intake to fit. Here is my assumption, tell me if I am correct

I didn't do the work on the heads, they were done by the previous owner. The heads had been milled but cc'd at around 64cc. I suspect that they were just dusted to ensure flatness. To bump the compression a bit I installed Fitzgerald (stock) steel shim gaskets with a compressed thickness of .019".

I can just get the bolts in if I leave out the turkey pan but with it in there I can't get both sides to start.

I am betting that Edelbrock designed thier intakes with an aftermarket .045 compressed thickness gasket in mind. The reduction of .025 from the thinner gasket and whatever was milled off the heads is my problem.

What do you think?

Were you using steel shim gaskets of the thicker aftermarket style?
