403 cranking issues

i just installed a rebuilt 403 in my cutlass im having issue where it crank slow, i dont know if the starter from my 350 is weak or the 8.75:1 compression is too much i'm very aggravated at the moment my main question will the 350 starter with the 403 or not i should have just swapped a comp 268 cam in and bought new pushrods for the 350 since my lifters came apart and bent my pushods its been a rough weekend

A 350 starter will start it no problem. I even used the pathetic 307 starter on my 403, worked fine except when hot. Sounds like your timing is over adavanced.

That's not good.

How hard is it to turn over by hand (with a breaker bar)?

That is NOT good.

Last time I heard this saga 'twas the idiot Ford Mechanic put the crank in w/o cleaning the machining shmutz out of the oil passages

Ruined the bearings and crank before it saw 5m run time.

REAL hard to turn by hand w/o any plugs.
Turning backwards with 1/2" shorty Craftsman ratchet unscrewed the balancer bolt, so he never tightened that either.

You may have the torque converter binding in the trans.
Or, a main cap on bass-ackwards.
If you are "lucky"

Start taking things off and turn by hand until it gets looser.

You might be looking at engine removal and teardown as needed.

it turnt over fine on the engine stand,i think it maybe the torque converter binding i had that problem friday when me and my friend put the engine and at first we thought the flexplate was on backwards so we dropped the trans saturday and after 6 hours of trying to figure out what is wrong we called it quits and when sunday rolled around we put the trans back in and thought every thing was fine because the first time the torque converter was hitting the weight on the flexplate if it is binding is it possible that the torque converter moved some
