Driver side front bumper uneven.

I was going to say the same thing. The bumper on that side doesn't look a little low, it looks a lot low, and I doubt any amount of adjustment could make that much of a gap go away. The bumper, a mounting bracket, or something is bent out of shape.

That bumper looks a little bent. I have the same issue on the passenger side of my 72 Vista. Only thing you can do really is to get it professionally straightened out.
Are you sure there are no bends in that bumper?! If so, no bolt play is going to fix that. Look at the picture I have attached. That one little ding in the front of the bumper puts that side out of alignment. I think you might have a similar situation.

If it is a real nice driver and not looking to be a high end show car you can straighten them on the car. You can adjust the bumper but if it is bent then I have used jacks with blocks of wood, blankets and big rubber hammers. I have got them very straight this way. Just go slow and easy. It is also possible you can just loosen the driver side frame/bracket bolts and just push up on that side and tighten it up. If you have some mechanical experience you can likely get most of it out.
