The rocker pivots around the valve end. The trunnion moves down 0.063". The pushrod end moves 0.102". Do the math. The pushrod end moves 0.063 x (1+1.6)/1.6 = .102

That's incorrect. The push rod pushes the rocker arm imparting a 1.6 to 1 ration on the VALVE end. Not the other way around. I know you'll agree the cam lobe is always smaller than valve lift. For a cam with a .296 lobe lift you have .474 lift at the valve.
.296 x 1.6 = .474. It doesn't work backwards. The distance between the rocker arm trunnion and the pushrod cup is 1 while the distance between the trunnion and the valve tip is 1.6 of the distance.

Exactly what I said, ASSUMING the rocker is pivoting around the trunnion.

In the case of setting lifter preload, you are actually moving the trunnion downwards, with the valve end acting as the pivot point. That means that for every amount you move the trunnion, the pushrod end moves (1+1.6)/1.6 as much. Draw a diagram.
