While washing the windshield today my vin# seems to be delaminating (at least that's the best way I can describe it) All ideas and thoughts are appreciated. 72 Supreme

The VIN tag is a stamped piece of steel sheet. It can't "delaminate". What you are seeing appears to be paint peeling off of it.

it looks like the dash has been painted over a some point. the plastic bezel over the VIN number looks to be painted in place. The VIN appears to have either paint or goop over it too.
Does the VIN match the door sticker?

...along with a crust of dust accretion. The little VIN opening is a waste bin for dash dust/debris.

I agree with Scott & Joe that at some point in time the dash was painted and is now peeling. Yes, the vin matches the door sticker as well as the serial on the block. Any thoughts on how to clean it without pulling the dash or removing the windshield.

you can try an old toothbrush with soap and water. this works for me in tight spaces.

Yup...this, you got to get it back down to metal + re-paint it. Carefully remove the plastic trim, get a small metal bristle detail brush, cut off all the bristles except for maybe 1/4" at the end...that should do it.
