Bad Bumper
I had the front bumper for my 69 cutlass re-chromed by the "Bumper Depot" in Palmdale, Ca. I got in touch thru e-bay, but when I bought the bumper, it was outside of e-bay. BIG MISTEAK! I sent it to them and they charged me extra because it had rust which I had told them about up front. I had to send it back once because it came in with the chrome peeling off. When they finally got around to sending it back and I installed it on the car, the raised up front part did not line up with my hood and there was no way it could be adjusted. A new piece had been welded in and it welded in off-center. I e-mailed them and they finally just quit taking my e-mails. SO I'M TELLING YOU TO STAY FROM THEM. I would go to e-bay but I got hoodwinked into buying outside of e-bay.

Sorry you got burned. There's some old threads here of businesses members had good reviews on. If you have time you might try the search option to see what comes up. Not the best search engine in the world, but sometimes it can help.
If you need a core bumper to replace that one create a parts wanted thread. I've got a solid core, but you might save shipping $$ finding one closer to your location.

One of the better bumper shops in the country http://www.tricityplating.com/ is up in Elizabethton, probably 5 hours from you at most. They offer a lifetime warranty to the original purchaser of their rechrome jobs.
I've been well pleased with their work over the years. Only thing I don't like is they price everything by the piece, which can get expensive for those of us with multi-piece bumpers (like a lot of Oldsmobiles have).

My advice is...try to find a core that's dead straight. The bumper people seem to have trouble getting the shapes just so, but they seem to be able to fill rust holes and smooth things out not too bad. I couldn't tell you how many guys I've spoken with whose bumpers have come back either too straight, or too curved, but not following the body lines. I guess without the car there to compare and match with, it's just a crap shoot.
I'm saving one for my 65 that has lots of surface rust and some deeper rust as well, but the top and bottom edges are right on.
