no its not getting power to either it seems... when i first got a hold of the car it seemed like the tach was moving a tiny bit coulda been just me... also my lights behind the gagues aren't working, is there an easy way to get to the lightbulb to swap it /test it?

The tach / clock runs off the cigar lighter and courtesy light fuse.
If power is there at the tach terminal, the tach may have other issues.
Time to pull the tach and check for power at it and check the tach's inline fuse (if 69 had one).
The other gauges run off the tranny/gauge fuse in 72 - not sure if the 69 uses those descriptions though.

well there is no cigar lighter and no courtesy light so it might be that blown fuse i noticed. either that or the gum-wrapped one. i will post a pick of the fuse box to see if you guys can tell me which one it is.

It should say LTR, CTSY or something like that. Post a pic if you can.
And if there is a gum wrapper in the fuse box anywhere, remove it asap and replace with a correct fuse. They are still available at the big auto parts stores.
I do not want to see any more burned out cars on this site...
besides, we are running out of 69 H/Os!

Use the pictures in this post - he has a '69 too:

Use his as a guide to make out what fuse does what and what rating they should be.
The small gum wrappered one looks to be for the dimmable dash lights. It should be 4A.
The clock-lighter-courtesy one is rated for 25A - a bit high for me. If you do not use the lighter to light ciggies or run high current accessories, then try a 15A instead.
I am downgrading some of my fuses that I know are too high after Jamesbo's car fire.

EEE-YAHHH!!!
Sicky- fix that instrument lights fuse ASAP, and while you're under there do something about that nekkid yellow wire. No idea what it's going to here, but that plug is for the carburetor's anti-dieseling solenoid which I suspect is that unplugged wire with the plastic connector under there. That plug is hot with ignition switch in start or run, and the wiring to that part of the fuse block also feeds the ignition circuit to the coil.
The bottom right is GAUGES-TRANS fuse. It feeds the warning lamps/gauges and also the Turbo 400 downshift solenoid, so it could have something to do with yer Rally Pack not working. It also feeds off the ignition switch IGN terminal same as the yellow-wire plug and the DIR SIG- BACK UP fuse.
Have you gotten a 69 Olds Chassis Service Manual yet? an original copy has full-color wiring diagram and fuse block picture and will help you here. It also has all the Rally Pack troubleshooting info, though looking at the RP wiring diagram it shows an oil pressure gage but a temp light
Hay, you're USAF, there's no doubt in my mind you'll figure this thing out!
Edit- I see you're already there!

Preee-cisely. When I talk I sound like Wawd Buhton and Uhl Hamnah combined. (Ward Burton, NASCAR driver also from Southern Vajenya, and Earl Hamner, protagonist of The Walton's, from up near Charlottesville. Goodnight, John-Boy.) Everyone here sounds like that, even transplants who are in denial that they have picked up the accent.
I work with a guy who was born and lived in England until he was 14. He has lived here for 25 years. He still has his British accent, but it's tempered with the Southside Vajenya accent. You wanna talk about someone sounding strange...

The hanging black piece on the right is probably the lead for the underhood lamp. The one to the upper left is not original equipment and probably serves as power source for an amp or something. Get you a 1969 Chassis Service Manual. It will open up a whole new way of looking at your car, and will make troubleshooting and repair much easier.

Hey - glad you made some good progress!
You still have a a little ways to go though...
Amen...
The manual is the best 30 bucks you will ever spend on your car. It is also the best sanity saver you can have when working on it!!
