You'll have to determine whether your 63 has TRW or Saginaw front end components to get the right parts. A 1963 Olds factory Chassis Service Manual will show you how to tell the difference.
I've heard from several early-60s big car owners that new old stock control arm bushings fail pretty quickly. I guess because the rubber is 50+ years old. I don't know if polyurethane bushings are available but they'd be a good option with the big wheels. Larger than stock wheels often put a big strain on original suspension components.
Any chance you have a good suspension shop close by? One that really understands suspension and doesn't just install 4WD lift kits?

Nobody sells complete upper control arms. However, you can buy the bushings and replace them.

Fortunately the ball joints and control arm bushings are all the same . With no TRW / Saginaw differentiation foolishness.

T R W / Alternate Design versus Saginaw Design --- that strictly comes into play for all the Steering Components--- Center Link & Idler Arm, Inner & Outer Tie Rods & Sleeves......
For the Suspension Parts --- Upper & Lower Ball Joints & Upper & Lower Control Arm Bushings--- there is only one set up for every 1963 Full Size OLDSMOBILE--- 88 , 98, Holiday, and Starfire......
