I just read to dictionary version of dash pot, absorbs vibrations. What needs this part and where does it go on a 1970 Cutlass?

This mounts on the intake manifold just in front of the throttle lever on the carburetor. Most often these are just installed to look original today but they are to dampen the last small amount of the throttle closing to prevent the engine from dying. A sudden throttle closing in the right situations can cause the engine to dye.
