Upper Dash color

I am looking at replacing the windshield on my 1969 Cutlass convertible. While it is out, I thought I'd pretty up the area between the windshield and padded dash with some new paint. It is currently too faded and covered with a variety of old overspray to tell what was original.

What color and gloss should it be? I am thinking either black or blue ( to match my dash color). Black may be easier than matching up the blue paint, which I believe to be non-factory. Would a matte or satin finish be best to avoid sun glare?

I'll need to do this too, it looks kinda like a satin black but I want to hear from the experts.
