Peeled paint

I just bought a '70 Olds that has a number of scars on it where the paint has bubbled and flaked off. They are all now rusted. The car is going to sit for several years while I finish another project but I don't want it to get worse.

I was going to grind the spots down to bare metal but then what? Should I use an etching primer or spray POR 15 over them or...? At this point, I'm only interested in preservation not appearance.

Thanks

I would go with Por15. Of course this won't help much if they are rusting from the backside. DO NOT get the Por15 on you.

In this particular, rust inhibitor must be used after sanding rust. (source)
