Been looking to replace rubber seals at the bottom.of windows, mine are severely cracked letting in water.... Please help. Its a 1983 four door how do you replace these

 

If you are talking about the outer window sweeps, you have to remove the inner door panels and remove the lower window stops. This allows you to lower the glass all the way down in the door. Once you do that, you should see a couple of small phillips screws holding the end of each window sweep. Remove the screws then work the spring clips on the rest of the sweep away from the top edge of the door. The replacement sweeps snap into place, then reinstall the screws, replace the lower glass stop, and reinstall the inner door panel.

What model? All you've told us is "1983 four door".

If water is getting into the car, the water shield behind the door panel is either missing or not tucked into the door bottom slot like it should be. Most 'mechanics' do not understand the concept of it. Some even throw it away, since it is just coated brown paper and they do not know what it does...
Even if the sweep is missing, the water shield will deflect almost all water back into the door where it can drain out, providing the drain holes in it are not clogged.

 

Behind my door panels were nothing... Anywhere I can buy that stuff? Also I will check the drain holes also I didn't think about that.. My weather stripping is fine just that sweep is really cracked

 

The watershields were just treated paper and looks like someone had tossed yours.
Just make your own with thick plastic sheeting from the hardware store - the thickest you can get. tape it to the door and cut away holes for the window crank, switches or whatever and make sure you can tuck the bottom into the door when you are done cutting it out. Secure it to the door with 3M strip caulk. that stuff is sticky but you can still get the plastic off if needed later. Or the silver foil HVAC tape works great.
Check your other doors to see if they have a shield. You might have to make more. If your other front door has a shield, it could be carefully removed and used as a pattern if you would like but it is easy to just cut it out by itself.
