If you are talking about the valve in the exhaust manifold, those are really prone to rusting up as any component is in the exhaust sytem. Your best bet would be to try using some PB Blaster or similar agent to break the rust loose. Apply it to the shaft the valve is mounted to and the pivot points in the manifold itself. Of course this means removing the exhaust to get to the inside. Apply this stuff for three or four days a couple of times per day before you ever try to move the valve, let it get a good soak. Then try to move the valve on it's axis, hopelfully you will be able to break it free without any damage, then just reassemble the manifold to the head.
