Quickest way to achieve around 400 whp

What's the quickest way to achieve "around 400 HP" to the wheels with a Oldsmobile 350? Heads, cam, intake, carbs, exhaust? could someone please point me in the right direction for parts.

my set up currently is in the 380hp range. getting another 20 hp could be had witrh porting the heads on my set up. My heads have zero portin. My hp is at the fly not the wheels for that you will need a bit more work but its a good reference point. I go by track numbers vs dyno numbers. My build is pretty basic and far from exotic just off the shelf kinda stuff.

The quickest way is to replace it with a 455 and add nitrous.
