Setting top dead center on 1972 350 rocket

Hello all I need help I’m trying to set engine time top dead center when I manually turn the crank clockwise nothing moves but when I turn the crank counter clockwise the push rods and lifters move correctly, is something wrong. Please help

I imagine things are moving when you turn by hand but just so slowly you can't pick it up with the naked eye. Remember on a four stroke engine a rocker arm only cycles once every two full rotations of the crank.
