I am going to guess that the car has a QuadraJet carburetor. If not, please post what type of carb it is as there are different adjustments depending upon the type/style of carburetor.
First you need to verify the accelerator pump is operating correctly. It should squirt two streams of fuel into the primary throttle bores when when gas pedal is pushed down.
Second, verify the secondary air door tension is set correctly. This adjustment controls how fast the secondary air doors (the ones on top of the carburetor) open; if they open too quickly, there will be a bog.
Third, verify the secondary vacuum break is operating. This delays the opening of the secondary air doors.

Carburetor accelerator pump is one possibility.
More information is beneficial, as well.
Does this occur ONLY from a standing/stopped position?
Does this occur while driving at any speed, IOW, it occurs when you go WOT at any speed or certain speeds?
Does the car downshift correctly when you hit WOT?

Rochester - probably a Quadrajet. Look on the side of the Rochester carburetor - on the driver's side towards the rear of the carburetor. What numbers are listed for the model number of your Rochester carburetor? A picture would help, also.
