Cooling problem

Hello people, i have 1987 cutlass supreme. This car had an engine and tranny swap done on it. The v6 was removed and an Olds rocket 350 was dropped in. The problem I'm having is it running to hot. I have installed a 160 thermostat, new water neck , new water pump, swaped out the stock radiator and installed a 4 row all aluminium radiator with an aluminum shroud and with 2 electric fans. When i drive it on the interstate its reaching temps up to 225. So i get off the interstate, let it cool down, and then continue driving streets, instead of the interstate. So while driving streets the temp stayed around 210 to 215. My electric fans kick on at 190. Any suggestions? I'm not real familiar with the olds rocket 350

What does the temp do at extended idling? What ignition system, and what carb? Can you post a picture of your shroud and fans?

while idling It gets up to 190 fans kick on and cools down to 160 and then the fans kick off and it repeats. goes back-and-forth.

Ignition system and carb? Looking at your shroud, it may be blocking air flow through your radiator at speed. You may need to add flaps to increase air flow at speed.

Going off a limb here are the fans actually pulling air or pushing it? Cause if they are pushing it it would be fighting the incoming air just a thought
