Got this off the second owner, he bought of original owner in 1980. The car has sat for 15 ish years with the owner starting every now and again besides the last couple years
got it for a steal of a price $550
I see a Cutlass but no indication of Hurst. The Hurst Olds were different color than that, had bucket seats, a Dual Gate console shifter, and H/O emblems.

No you don't. You see a Cutlass S or Cutlass Colonnade Hardtop Coupe. The Supreme and Salon (and the 1975 H/O) used the notchback roofline. There were about 56,000 of these 2drs built in the 1975 model year, so definitely NOT rare (unless it's a factory 455 car).

not a hurst. Decent shape, spent the day cleaning it up and going through it for initial assessment
to be honest kind of happy it is not what I thought because really not a fan of the single exhaust
still up in the air about whether to stick with stock or to build it up. Leaning more towards a custom build
any thoughts

Figuring you have the rock solid power-train combo of a 350 CID 350 THM and 8.5 rear. Essentially my same power-train with some minor differences. If your gonna keep it stock or stockish. You'll probably want to look into the timing chain situation first and foremost. Then assuming all else is in good working order a fresh tune up, change all fluids, and fix her up as you go ? I think dual exhaust with hi flow cats is a must. Advance the timing a bit within reason and run hi test gas and you may be pleasantly surprised at the way she performs.
