First ?? You DO have the shifter in Drive and not Super? Sometimes the pointer will move a little and confuse you.
It could be: vacuum modulator, governor, downshift solenoid, or an internal transmission problem.
Look and make sure the line from intake to vacuum modulator is connected and intact. If not repair as needed.
Then, go under the dash and look above the top of the gas pedal. You will see an electrical switch. This is the downshift switch. With engine stopped, press the pedal to the floor and release, and see if the tab on that switch follows the pedal link back or if it sticks. If it's stuck, shoot a little WD40 in it and see if it will release.
If neither of those, you probably have a governor or other internal trans problem.
