ST 66 = style/model year = 1966

33817 = Oldsmobile (3) Cutlass (38) Holiday Coupe (17)

LAN = assembly plant = Lansing MI

TR 980 B = trim/interior color and front seat type = black (980) with strato bucket seats (B)

PAINT C-2 = lower body color (C) = provinical white; 2 = upper body color but my book doesn't show a "2" for a vinyl top color or two-tone paint

I don't have a break for the rest of the letters/numbers.
