Plastic Wheel tabs?

Plastic Wheel tabs?

Does any one know what the purpose is for the plastic tabs on the steel wheels from my 64 442? Attached is a picture. I thought maybe they were for blocking debris from entering the wheel covers.

That's what they're for. They're called "stone plugs" and are designed to keep gravel etc from coming thru the wheel and getting trapped in the wheelcover- which as we know, would cause an unwanted noise.
