1970 Rallye project

Alright everyone I want to make sure of what my dad and I have. Car was purchased 23-24 years ago and has been in the back of my dad's mind to restore. Here are some pics. Body was sent to be repaired but that whole process didn't go so well. Frame has been painted, new brake and fuel lines run, original engine was in bad shape so 350 was pulled from another 70 Cutlass S and rebuilt with a W31 in mind just for the ponies. Numbers all match (exc. eng but still have original) and just wanted to see what y'all thought about it all. I also have a question about the extra striping on quarters above wheel wells, none I've seen have them. Happy to answer any questions as best I can.
