I bet a mild solution of a commercial mold killer sprayed on with a squirt bottle would kill it. I was going to say a mild solution of clorox water but thought again that it might cause white spots on the headliner fabric, then you would be back to square one.

I don't think that is mold though, does your car leak around the front or rear channels? To me that looks more like soap residue, or the residue from an interior protectant like armor all. mold from water is usually a lot darker.
You can try spot cleaning an area with a 50/50 mix of bleach and water (if you think it is mold) or try cleaning with some pledge (if it is some type of residue)

How was the car being stored and in what environmental conditions when this happened?
Is that the same stuff on the dome light housing?
Was the headliner cleaned recently?
Car damp inside for some reason?
