Rear seat frame question

Rear seat frame question

Bear with me I'm thinking through many things that need done on my Cutlass one of which being rear seat cover replaced. I have a cover to install but my question is.....
If my frame is rusty which often they are (PNW car) I am wondering if I should have it blasted then paint or just wire wheel and use a rust converting paint.
I suppose it all depends on how much rust, I really don't want to weaken it.

Am I overthinking things ?

If just surface rust, blasting would be the easiest and fastest. Wirebrushing would be more tedious but should at least get the worst off. If not too deep, I would not worry too much.
If not painted after brushing / blasting, it will just rust again. It can be sprayed with rustoleum easily for protection. Brushing something like that would be a drippy mess.
